


On Tuesday, the Republic of Korea’s Joint Chiefs of Staff (JCS) hosted the 2025 Joint Command, Control, and Communications Advancement Seminar at the Defense Convention in Yongsan, Seoul, under the theme “Future of Joint Command, Control, and Communications Systems in the Era of Advanced Science and Technology.”
The seminar brought together over 200 experts in the field of military command and communication systems from the Ministry of National Defense, the Joint Chiefs of Staff, the Army, Navy, Air Force, and Marine Corps, as well as related defense organizations and private-sector defense companies. The opening ceremony featured a keynote speech by Professor Cha Kyung Jin of Hanyang University, titled “Digital Innovation of the Joint Chiefs of Staff in the Era of Generative AI.”
Following the keynote, a series of presentations and discussions were held on various topics, including development directions for 5G-based mobile integrated communication systems, strategies for advancing military satellite communications, data integration methods for implementing the Korea Command and Control System (KCCS), and AI applications for achieving the goals of the Joint All-Domain Command and Control (JADC2) system.
JADC2: A command and control concept aimed at achieving multi-domain superiority by visualizing real-time battlefields through integrated joint battlefield information and ensuring efficient joint force operations via AI-based decision-making systems.
Vice Admiral Kang Dong Gil, Director of Military Support at the JCS and the event’s host, emphasized in his welcome speech that advancements in technologies such as AI, big data, 5G, and low-earth orbit satellites are driving a paradigm shift in military operations. He emphasized the increasing importance of efficient command, control, and communication systems in realizing this transformation. During the panel discussion, Brigadier General Kim Jong Seok, Director of Command and Communication at the JCS, noted that building an AI-based KCCS is a core component of implementing JADC2. He emphasized the importance of enhancing the military’s command and communication capabilities through collaboration among industry, academia, the military, and the research sector.
Looking ahead, the JCS plans to foster close cooperation with relevant organizations and gradually progress with force integration plans based on the outcomes of the seminar, ultimately completing the development and deployment of the KCCS.
